BANDAR SERI BEGAWAN – The Ministry of Transport and Infocommunication (MTIC) is seeking qualified companies to take on management and operations of Brunei’s public transport system.
Speaking at the Legislative Council on Thursday, MTIC minister Pg Dato Shamhary Pg Dato Hj Mustapha said the government’s long-term goals are to increase ridership, optimise routes, and reduce the carbon footprint of public transport operations.
This would involve improving the connectivity and reliability of mainline bus routes, expanding the coverage of taxis and digital ride-hailing services, and using a Smart Transport Management System (STS) to track vehicles and buses in real-time.
Pg Dato Shamhary said the tender was advertised last September, and the deadline has been extended to March 11, 2025 for interested companies to submit their bids.
“The proposed business and economic models should include an evaluation of costs and potential revenues throughout the contract period, which may extend up to 10 years,” he said.
“In addition to revenue projections from passenger fares, bidders should explore other income sources, such as advertising platforms and leasing of assets.”

The minister said companies had raised questions about government support and incentives to help boost success of the bus system, considering the current low ridership numbers.
“Based on this information, the government will evaluate and decide whether intervention is necessary. Currently, the government has committed to investing in bus stop infrastructure, bus interchange terminals, and digital management systems under the 12th National Development Plan,” he added.
Pg Dato Shamhary said that by developing an accessible and well-managed public transport system — along with strategic marketing and public engagement — ridership can be gradually increased.
“This will encourage a greater public shift towards using the service in the future, but investment and initial steps need to be taken early,” he said.
